Challenge

OPM’s Human Resources Solutions (HRS) Center for Leadership Development (CLD) provides services that assist the Federal Government in achieving its missions by:
- Partnering with agencies to provide effective human resource solutions that develop leaders, attract, and build a high-quality workforce and transform agencies into high performing organizations.
- Offering services that enhance the agencies’ ability to attract and retain talent.
OPM needed to be able to provide learning solutions to meet regional, state, local governments, international executives, and military personnel. Courses need to support employees from entry level leadership positions through the senior executive services levels. Courses also ranged from one-time leadership-focused professional development opportunities to long-term learning relationships. Instructional time ranged from half day to week-long.

Solution

Bloomsburie built an extensive cadre of subject matter expert facilitators, and instructional design team to meet current and surge needs to prepare and deliver courses for OPM’s customer agencies. We quickly established a project management office (PMO) to recruit, assign, manage, and qualify instructors to meet OPM’s course needs.

Benefit

Bloomsburie has set up a PMO infrastructure to respond to supervisory and leadership training requirements that meet all levels of leadership within the federal government. Our instructors have federal government training experience, and our supporting staff ensures course materials are Section 508 compliant, and that content is relevant for the federal government audiences. Our PMO is actively involved with external vendors in the design decisions to deliver related job aids and course materials for participants as needed for the courses. Our extensive roster of instructors allows us to provide additional bench strength to meet schedule changes or surge needs.
