GSA's Human Capital and Training Solutions (HCaTS) is a Government-wide IDIQ contract vehicle for innovative training, human capital, and organizational improvement solutions. Using HCaTS, Federal agencies can access reliable, flexible, fast and efficient ways to obtain best-value, customized solutions for human capital management and training requirements.

HCaTS is organized into three Key Service Areas:
