Job Title: PROPOSAL WRITER
Location: Washington, DC Metro

Education: Bachelor’s Degree from an accredited college or university in English, Communication, or relevant technical subject
Description: Bloomsburie seeks a professional who has proven proposal management and writing expertise for the Federal sector and is a self-starter interested in working for a dynamic, rapidly growing, small business. Candidates should enjoy working both independently and as part of a small proposal team for small- to large-scale Federal proposals.
The Proposal Writer leads proposal development, writing, coordination, and production activities. This role requires a deep understanding of how to effectively develop, manage, and write large-scale winning Federal proposals. Candidates must possess the following skill sets and experience:

  • Experience managing and writing small- to large-scale strategic proposals to primarily Federal government agencies, both independently and as part of a proposal team Accomplished writer with in-depth experience creating proposal related documents; i.e. compliance matrixes, win themes, proposal outlines, schedules, proposal related questions, storyboards, color review documents, final proposal documents, and oral presentation materials
  • Superior communication and facilitation skills, with the proven ability to communicate to and manage deliverables from a diverse team of sub-consultant and internal technical and management personnel
  • Demonstrated ability to develop and implement structured, repeatable proposal processes
  • Understanding of the Government source selection process
  • Ability to read and interpret government solicitations
  • Knowledge of, or willingness to learn, Government proposal pricing development
  • Ability to assist in the technical approach writing process, ensuring that the solution coincides with the win theme and market research
  • Ability to administer and manage awarded contracts
  • Experience in conducting market research for opportunities, client needs, technologies, and industry partners
  • Desire to collect and develop proposal material for re-use across multiple proposals, ultimately contributing to and developing a proposal materials library
  • Five or more years of relevant experience in Federal contracting and proposal writing
  • Highly detail-oriented with excellent writing skills and the ability to understand and incorporate information technology applications into proposal products. Plus, strong understanding of MS Office Suite (Word, Excel, and PowerPoint)
  • Strong interpersonal skills

Job Title: INSTRUCTIONAL SYSTEMS DESIGNER
Location: Washington, DC Metro

Education: Bachelor’s Degree from an accredited college or university in English, Communication, or relevant technical subject
Description: Bloomsburie seeks an ISD to provide provide expert guidance on the best use of instructional technologies to enhance teaching of both online and blended foreign language courses. The ISD works closely with the Training Team to assess learner needs and styles, design effective approaches for the online component of learning, to include designing of activities, assessments, use of LMS, ensuring that appropriate technology solutions and technology accessibility are implemented.
ISD works with minimal supervision and is responsible for overseeing projects. Through the design process, the ID serves as an expert and project manager, establishes cooperation among various team-members, and tracks project milestones and delivery dates.
Responsibilities include but not limited to:

  • Advises in the selection and integration of instructional technologies
  • Consults with Training Department staff and SMEs to support the design and the development of courses
  • Assists Training Department to identify and to develop effective learning goals and course activities
  • Establishes and manages resources to meet the project timelines
  • Researches and develops materials on best practices in learning design, for use in courses and Training Department staff development
  • Designs and implements Training Department workshops and one-on-one training on technology
  • Establishes technical support system for effective online teaching
